Evaluation of 2025 Objectives Shows 53% Completion Rate for Minister of Digital Transition


Ouagadougou: The evaluation of the objectives contract for Dr. Aminata Zerbo/Saban©, the Minister of Digital Transition, Posts and Electronic Communications, was conducted on August 5, 2025. The session, presided over by Prime Minister Rimtalba Jean Emmanuel Ou©draogo, revealed that as of June 30, 2025, the implementation rate for her objectives stood at 53%.



According to Burkina Information Agency, several achievements were highlighted by the Minister. In infrastructure, progress includes expanding coverage to underserved areas, developing specifications for 750 new localities, and interconnecting 38 buildings to RESINA. Additionally, the construction of two mini data centers is underway.



The administration’s operational capacities have been strengthened with the recruitment of 214 new agents. In terms of administrative digitization, the 2025 roadmap has been finalized, identifying 75 procedures for dematerialization.



For electronic signatures, a pilot phase has commenced involving three platforms: internal mission circuits, external mission circuits, and mail management circuits. A complete infrastructure is expected by year-end.



Further progress has been made on the unique electronic identifier, with an internal enrollment platform complete and awaiting a service provider for the final system.



Legally, important decrees have been adopted, covering the issuance of unique identifiers and technical approval management for information system security. A preliminary draft law on postal activities is also in progress.



The Minister acknowledged challenges, such as service provider failures and inaccessible areas. Plans for the latter half of the year include completing data centers, beginning coverage of new localities, and starting unique identifier enrollment.
