Minister of Digital Transition Achieves 53% Performance Evaluation Rate


Ouagadougou: The Minister of Digital Transition, Posts and Electronic Communications, Dr. Aminata Zerbo/Sabané, has announced a 53% achievement rate for her department’s performance contract during the first half of 2025. This result surpasses the initial target of 50%, marking a satisfactory outcome for the ministry.

According to Burkina Information Agency, several accomplishments contributed to this achievement, including the expansion of infrastructure to cover previously unreachable zones and the development of specifications for contracts intended to cover 750 new localities identified for the year. Additionally, the ministry successfully interconnected 38 new buildings to the National Administration Computer Network (RESINA) and made progress in constructing two mini-data centers, despite facing some delays.

The ministry has also focused on enhancing the administration’s operational capacities by training 214 new recruits. These individuals will soon be integrated into various ministerial departments
to aid in accelerating the dematerialization of administrative procedures. The roadmap for 2025 was finalized, identifying 75 procedures with stakeholders already mobilized for implementation.

Dr. Zerbo/Sabané highlighted the readiness of the electronic signature, which has been integrated into three platforms, and assured that the complete infrastructure for integration into additional platforms will be completed by year-end. Progress has also been made on the unique electronic identifier, with the internal enrollment platform finalized.

Legally, the ministry has adopted several texts, including decrees on the issuance of the unique identifier and technical approval management for information systems security. The preliminary draft law on postal activities was adopted, and four additional preliminary draft laws are set to be submitted to the Technical Committee for the Validation of Preliminary Draft Laws (COTEVAL) and the Council of Ministers.

Despite these achievements, the ministry faces challenges in
implementing its objectives. Issues such as the inaccessibility of certain areas for infrastructure development and the restoration of electronic communications services in high-security areas, along with difficulties in sourcing equipment from abroad, continue to pose significant obstacles.
