The presidential couple opened the new correctional facility located in Oveng Ansem on 27th July with a capacity to hold more than 500 prisoners. The ceremony was led by the Head of State, S.E. Obiang Nguema Mbasogo and his wife, Mrs. Constancia Mangue de Obiang, accompanied by Vice-Prime Ministers, Clemente Engonga Nguema Onguene and Onguene and Alfonso Nsue Mokuy, the Head of Department of Justice, Salvador Ondo Nkumu and the Ambassador of the United States, Julie Furuta Toy, among other VIPs.
Among the interventions, the representative of the company Blue Skies Word, who led the development of the project, gave a speech and classified the correctional facility as the being the most modern in the world. At the end of his intervention, he presented a gift to the President of the Republic.
-“The criticism received by the government for treating prisoners poorly in correctional facilities is one of the reasons behind the materialisation of this project that shows the international community the will of the Equatorial Guinean government to offer better conditions for prisoners”, stated S. E. Obiang Nguema Mbasogo.
After congratulating the company for the quality of their work, the president recommended the corresponding sectors to take responsibility and establish rules for the smooth operation of the centre.
The Head of State concentrated his guidance on explaining aspects relative to the construction of the two correctional facilities: the one in Oveng Ansem in operation since 27th July this year, and one in Riaba, which will be in operation in the near future.
In addition, the Minister for Infrastructures, Building and Urban Development, Diosdado Nsue Medja, expressed that this construction is a quality, high-tech facility, and assured that the treatment of prisoners is a positive response to what is established in the Universal Declaration of Human Rights.
-The people who are carrying out their sentence are obliged to educate themselves. We totally agree with this because it was one of the demands with regard to Human Rights for the treatment of prisoners”, as third Vice-Prime Minister, Alfonso Nsue Mokuy, pointed out on the establishment of a reintegration area by means of training the prisoners.
On his part, the Minister for Justice, Salvador Ondo Nkumu, highlighted that the new correctional facility forms part of the ambitious moderisation programme of the National Penitenciary System conceived by S.E. Obiang Nguema Mbasogo, who tends to three basic requirements: to comply with maximum security, to treat prisoners fairly and security and social rehabilitation.
In addition to the pavillions under international regulation, the Oveng Ansem correctional facility has service areas that contribute to the reintegration of prisoners in society such as: areas for learning professions, sports areas, an education centre with computing rooms and a library, among others.
