High Commissioner of Soum Province Urges NGOs to Adhere to Legal Framework

Soum: The High Commissioner of Soum Province, Wend N©r© Wilfried TOUGMA, has issued a call to action for associations and NGOs operating in the province to strictly comply with existing legal provisions. This directive comes in response to observed activities being conducted without prior notification or consultation with the relevant technical services.

According to Burkina Information Agency, the provincial authority has noted that several organizations involved in data collection, training, or awareness-raising activities have been operating without informing the administration or seeking the advice of authorized provincial services. Furthermore, some entities are reportedly utilizing outdated and non-compliant documents, which constitutes a clear violation of regulatory provisions. The High Commissioner emphasized that such practices compromise administrative order and effective local governance.

In an administrative press release dated August 10, 2025, Wend N©r© Wilfried TOUGMA appealed to all residents and organizations in Soum to adhere strictly to legal requirements and collaborate fully with competent technical services. He reminded stakeholders that prior approval from the relevant authorities is mandatory for any activities conducted within the province, highlighting the importance of this requirement given the current security and humanitarian situation.

Additionally, the High Commissioner cautioned that any organization found violating the legal framework will face legal consequences. He reiterated the provincial administration's commitment to overseeing and regulating all activities, whether they are institutional, associative, or private. He encouraged development actors to ensure their interventions are characterized by transparency, accountability, and a constructive partnership with the State.
